In December 1994 the Seychelles enacted legislation enabling the registration of International Business Companies, International Trusts and the licensing of International (free) Trade Zone Companies. More recent legislation covers the licensing of offshore banks, offshore Insurance, mutual funds activities and the regulating of a securities industry. The new laws are a result of intensive studies of long established offshore jurisdictions and world-wide trust legislation.
Although not dissimilar to those of the well-established offshore jurisdictions such as the Bahamas, the laws take a most comprehensive, modern and attractive approach to the establishment and operation of offshore companies, mutual funds, offshore banking, offshore insurance and freeport activities.
The SEYCHELLES INTERNATIONAL BUSINESS AUTHORITY (SIBA)
Formed in February or 1995, the Seychelles International Business Authority, is in the heart of Victoria, the Seychelles' capital. SIBA is a body corporate with board members being prominent persons of both government and the private sector.
SIBA is essentially a one-stop shop, licensing and regulating primary offshore activities. It is the Registrar for International Business Companies and trusts and regulates International Trade Zone activities. Through a blending of dedicated professionals and efficient systems, SIBA is able to provide swift name approvals, incorporation and licensing with minimal bureaucracy. The result is that certificates of incorporation may be issued within an hour, ensuring that SIBA is one of the fastest Registrars in the world.
